Man identified in high-speed chase

ZANESVILLE – A 38-year-old Logan man has been charged in connection with a high speed chase Wednesday that went through Zanesville and into Licking County.

The Muskingum County Sheriff's Office has charged Reggie L. Foster with failure to comply, a third-degree felony.

Foster was arrested Wednesday evening after authorities say he led them on a high-speed chase west on U.S. 40 into Licking County.

He is wanted in Hocking County on felonious assault charges.

An off-duty Zanesville police officer spotted a vehicle on Ohio 146 that matched the description of Foster's. The officer radioed the Muskingum County Sheriff's Office, but when deputies approached the vehicle, the driver took off and the chase ensued.

Foster was listed as being armed and dangerous because of his prior weapons and drug charges.

The chase went into Zanesville, onto U.S. 40 and eventually into Licking County, Sheriff Matt Lutz said. After several minutes, the driver pulled over on U.S. 40 near Ohio 668, and deputies arrested him without incident.

His Ohio license was expired, the sheriff's office reported.

After appearing Thursday morning in Muskingum County Court, he is being held at the Muskingum County Jail on a $200,000 bond.

A preliminary hearing is scheduled for May 29 unless a grand jury indicts him before then.

A warrant for his arrest on an assault charge in Hocking County is still pending. That case was filed in municipal court on May 6, records show.

Melissa S. Foster, 36, who lives at the same address as Reggie Foster, 11969 Maysville-Williams Road in Logan, also has charges pending in Hocking County. She was taken into custody May 5 on multiple charges, including felonious assault, a weapons charge, drug trafficking, and possession of drugs, all felonies, records show. She is being held at the South Eastern Ohio Regional Jail on a $400,000 bond after her case was bound over to the Common Pleas Court.

Court records did not indicate the relationship between Melissa and Reggie.

Foster has an extensive criminal history dating back to 1996 in Tennessee, according to the sheriff's office. He was arrested in 1996 for possession of marijuana, then again in 1999 for possession of drugs and drug paraphernalia.

Other charges between 2006 and 2011 include illegal manufacture of drugs, OVI and operating an unsafe vehicle, as well as a single weapons charge.
