Police arrest man accused of being high in public

LANCASTER – A man seen stumbling around near the 1100 block of East Main Street was arrested around 11 p.m. on Thursday after police searched him and found a “white, crystal substance.”

The man, identified as Andrew Donoho, 28, was “visibly showing the symptoms of someone impaired by methamphetamine,” according to Lancaster police reports. In the report, police said Donoho was having trouble breathing and was holding himself up against a store’s sign.

He was taken to Fairfield Medical Center for treatment. After he was released from the emergency room, police arrested him on charges of disorderly conduct, aggravated possession of drugs and possession of drug paraphernalia. He was arraigned on these charges on Friday.
